About Parks and Horticulture Authority (Introduction)
In 1978, the Housing and Physical Planning Department, now known as Housing Physical and Environmental Planning (HP and EP), took over administrative supervision of the Public Health Engineering Department (PHED), and the Environmental Protection Agency (EPA) was set up as an associated branch. The Environmental Protection Agency became a separate provincial department in 1996 after being separated from the Housing Physical and Environmental Planning Department. In 1997, the name Housing Physical and Environmental Protection Department (HPEPD) was changed to Housing, Urban Development and Public Health Engineering Department (HUD and PHED) to better reflect the department’s primary organs, the Urban Development Authorities and Public Health Engineering Department.
