Up until the foundation of PIPS, Pakistan’s parliament was deprived of the knowledge that comes from timely, accurate, and reliable information as well as impartial, bipartisan analysis on the most delicate national issues. The Speakers Conference of the National and Provincial legislatures in 2005 emphasised the urgent necessity for such an institution. The Pakistan Legislative Strengthening Project was chosen to assist in the establishment of the Institute by the Legislative Development Steering Committee (LDSC) of the National Parliament, which is chaired by the Deputy Speaker of the National Assembly (PLSP).
